Listening to our concerns
Janet is known for being an intent and active listener. She knows that before any problem can be properly addressed, it must be fully understood. Careful listening is the first step.
During the past three years, while working as a full-time community volunteer, Janet spent a great deal of time listening to Wichitans, hearing what is important to them, learning about their concerns, and paying attention to their ideas. Just one example is her work in leading development of the community's master park plan, a process that included seeking out the ideas of more than 3,000 Wichitans. Park Plan
As a candidate for City Council, Janet has held several listening sessions with Wichitans from all walks of life to hear what's on their minds and to ensure that their ideas and concerns are taken seriously at City Hall.
Understanding the issues
Janet is known for successfully tackling complex issues. To develop an understanding of an issue, Janet studies information provided to her, does independent research, requests input from experts, examines "best practices" and considers various perspectives.
An example is Janet's leadership on the Taskforce to End Chronic Homelessness. For the first time, local churches, non-profit agencies, businesses, neighborhoods, law enforcement, local government, health-care providers and others were brought together, along with national perspectives, to craft a detailed plan to effectively address this ongoing community concern. Getting the job done
Janet has a 15-year track record of getting things done for our community. When Janet serves on a board, committee or task force, she can be counted on to serve as an officer, chair sub-committees, or lead special initiatives. She brings people together to get things done. In recent years, Janet has:
- Led the community's development of a 20-year strategic master plan for Wichita's Park and Recreation system, which will help attract and retain young professionals and a highly skilled workforce, (Link to park plan)
- Co-led development of the Wichita/Sedgwick County Homeless Plan and its innovative combination of private/public funding, (Homeless Plan pdf)
- Helped establish the self-sustaining funding source that pays for downtown revitalization efforts of Wichita Downtown Development Corporation,
- Helped significantly improve the way neighborhoods citywide interact with City government and access City services,
- Facilitated a partnership that will provide – at no public cost – distance markers and directional signage on Wichita's most used bike paths, which Wichitans have been requesting for years,
- Encouraged a public/private partnership with Habitat for Humanity that resulted in a new public park in north Wichita,
- Facilitated the City's adoption of the Arkansas River Access Plan, which will increase access to one of Wichita's best natural resources, (Link to river access plan)
- Participated in updating the Cultural Arts Plan that will enrich Wichita's cultural vibrancy and protect the public investment in local museums, and
- Helped her neighborhood develop a non-profit community resource center, create a neighborhood revitalization plan, implement a major rezoning initiative, and initiate a 1-mile bike path connecting three schools.

Fiscal responsibility
Janet Miller is known for being fiscally responsible in her personal life. She and her husband choose to live in a modest home, drive older cars, and "reduce, reuse, recycle." Janet is committed to bringing this same fiscal responsibility to her work on the City Council.
Janet recognizes that the next two years will be challenging ones financially. It will be important to control the bottom line and make effective use of tax dollars, stretching them in creative ways wherever possible. An example of how she's already done this is her effort to facilitate a partnership that will provide – at no public cost – distance markers and directional signage on Wichita's most used bike paths, which Wichitans have been requesting for years.
Accessibility and accountability
Janet is known for being accessible and accountable. She makes her phone number and email address readily available and responds in a timely way to all contacts. And she follows through on what she says she'll do – just ask those who have worked with her on community initiatives.
Janet believes that the City Council, City staff, and those with whom the City contracts must be held accountable. And that accountability begins with making expectations known early, documenting agreements, and building in accountability measures. Evidence of this philosophy in action can be seen in her work on the Homeless Oversight Committee to ensure the City's new Housing First program was well-planned, clearly documented, and included specific measurable outcomes.
Openness and transparency
Janet believes in openness and transparency in government. Not only must meetings be held in public with adequate notice, but public dialogue on important issues must be encouraged and given adequate time to happen. Such public input is an important component of policy development and decision-making. The public process used for development of the Park Plan – where more than 3,000 Wichitans participated – demonstrates her commitment to philosophy.
Collaborative problem-solving
Janet believes in consensus-building and the power of collaboration. She brings together people with the experience and knowledge of the issues at hand, works to understand the issues from a variety of viewpoints, and then works collaboratively with others to develop the best solutions, based on identified best practices. We need her leadership style on the City Council.
